Environmental Network International, Inc. (ENI) and the American Water Works Association Services, Inc. (AWWAASI), today announced that ENI has acquired all of the interest in EU currently held by AWWAASI. As a result, EfficientUtilities has become a wholly owned subsidiary of ENI. The new structure will enable ENI to accelerate the strategic plan to market power and gas utilities, as well as municipalities that manage public utilities.

"EfficientUtilities has built a strong customer base and a world-class technology framework for delivering strategic eProcurement and eBusiness solutions that extend the value of existing enterprise applications," said Tully M. "ENI is building on its strong relationship with the AWWA and it's clients to expand its market into other utility sectors while providing advanced software and superior customer service."

The solution also provides the infrastructure to support public sector mandates such as sealed bidding. As a result, Buyers are able to efficiently comply with complex regulations and streamline the bidding process. In addition, purchasing agents can automatically score supplier responses, improving the speed and consistency of the evaluation process. By connecting purchasing agents and suppliers in real-time, Utilities and suppliers benefit from shorter sourcing cycles and increased value to customers and taxpayers.

We are confident EU and ENI will continue to serve the waterworks industries meeting and surpassing the goals we envisioned when EU was founded."

About EfficientUtilities: EU was founded from an agreement between ENI and AWWAASI with the guidance of AWWA advisory boards representing buyers and suppliers in the water industry. The Town of Edenton Performs First Electronic Public Sealed Bid Using ENI's Technology

The Town of Edenton and Environmental Network International, Inc. (ENI) announced that it has successfully completed its first electronic sealed bid utilizing eProcurement technology developed by ENI. C & L Concrete Works, Inc. was the apparent low bidder for the E. Hicks Street and Badham Road Drainage Improvements project.

``One of the goals the Town Council set this year was to identify ways in which we could utilize the Internet to become more efficient. ENI's technology has moved us into the 21st Century in terms of procurement,'' said Anne-Marie Knighton, Edenton Town Manager. ``Needless to say, the electronic process met all of our needs and our vendors were pleased too.''

On November 21, the town became the first North Carolina municipality to conduct a public/sealed bid opening from sourcing through award using the ENI automated procurement system. The ENI system allowed for Requests for Quotes and Proposals to be sent to prospective suppliers over a secure platform, utilizing Web based technologies. Moreover, multiple addendums were sent efficiently, and suppliers viewed attachments including CAD drawings and responded securely online.

``I was skeptical at first about responding to this request for quote using our computer and the Internet,'' said Delores Lamb, owner of C & L Concrete Works Inc., ``but now I am a believer that this is the way to go to enhance our business opportunities and maximize our resources in responding to bid requests.''

At 2:00 pm, on November 21, the bids electronically opened and were automatically placed side by side in an electronic bid recap sheet. ``The bid opening and formulation of a bid abstract was done in a matter of minutes,'' said Eric Weatherly, engineer with Hobbs, Upchurch, and Associates, the engineering firm for the Town of Edenton who acted as the town's buying agent. ``We were able to send the bid abstract to the Town of Edenton and the bidders literally minutes after the bid opening time.''

``ENI's sealed bid application has been used many times throughout the country, but we are excited that The Town Edenton was the first municipality to use it in North Carolina,'' said Chuck Skinner, Vice President of Procurement Applications for ENI. ``Thanks to all of the buyers and suppliers who participated, this first bid in North Carolina was a real success.''

Wednesday May 15, 2002 - EDENTON, NC – Software Development and On-line Procurement Firm Locates in Edenton
North Carolina’s Northeast Partnership announced today that Environmental Networks International (ENI), Inc., of Newton Center, MA, a Boston suburb, will establish a Southeast Regional Office in Edenton, NC. It is ENI’s ultimate interest to establish Edenton as its corporate headquarters. In making this announcement, Partnership Chairman, Bob Spivey spoke of the positive impact this project would have on Edenton and the Northeast Region. Spivey commented, ``Today is a great day for Edenton and all of Northeast North Carolina. The location of ENI to our region means we are turning the corner and capable of recruiting information technology companies to this region.'' Spivey added, ``ENI made the decision to locate in Edenton in large part because the community wanted them here. The Edenton-Chowan Development Corporation, the Town of Edenton, and Chowan County worked together with the Northeast Partnership to put together an attractive relocation package.''

ENI develops software tools that automate procurement, bidding, and management processes between buyers and sellers in order to reduce buyer/seller costs by up to 55%. ``The opportunity for growth through our relocation to North Carolina is immense,'' said ENI’s founder, Tully Ryan. ``While we have achieved success operating in geographically dispersed locations over the past three years, a central location in Edenton will bring our team together toward new accomplishments and a higher return on investment.''

ENI was originally founded in 1995 as a North Carolina services company for subcontracting firms in the engineering/construction industry. The organization was reorganized as a software firm in 1999 and has established itself as a leader in procurement and workflow automation software development for the Architectural and engineering, environmental engineering/construction, waste, utility and public sectors. ENI’s workflow management tools cut the time and costs associated with procurement administration by up to 55%.

``This commitment by ENI means good business for ENI and good economics for the communities surrounding Edenton,'' said Rick Watson, President and CEO of North Carolina’s Northeast Partnership. ``By providing software to a client list that includes municipalities, the American Water Works Association (AWWA) and its utility members--CH2M HILL, and Shaw E&I--ENI demonstrates that environmental and economic goals go hand in hand.''

A major contributor to the Northeast Partnership’s recruitment efforts is its private sector arm, the Northeast Committee of 1000. Chaired by John Pace of BB&T in Elizabeth City, the Committee of 1000 plays a vital role in supporting business development in Northeastern North Carolina. According to John Pace, the ENI announcement is a sign of things to come. Pace stated, ``ENI is the type of company that is perfect for the Northeast Region. With our superb quality of life, we can attract these types of companies that are tired of the ``rat race'' found in large metropolitan areas.'' Pace added, ``We believe that ENI sets the trend for future recruitment of information technology companies.''

ENI’s online and PC-based procurement software has garnered support by bringing industries together without charging web-based transaction fees. Registered buyers can take advantage of advanced search and communication capabilities for sourcing, pre-qualifying, and soliciting proposals/quotes from suppliers for an annual licensing fee. Suppliers improve client service, as well as enhance their marketing and procurement-related communications via a nominal subscription.

With more than $26 million in contract activity a month from engineering, construction, water industry, and municipal buyers, ENI develops private-label and web-based procurement systems that streamline purchasing and sales activity costs. ENI software has benefited users from municipalities to architecture/engineering firms in the construction/environmental industry (www.eni-net.com) to water/wastewater utilities (www.efficientutilities.com), and their suppliers.

ENI has also developed unique patent-pending artificial intelligence software that has been integrated to streamline procurement and associated workflow. Tuesday April 23, 2002 - DENVER & ARNHEM, The Netherlands - ARCADIS Secures Second Major Guaranteed Fixed Price Remediation Contract for the Military
ARCADIS (NASDAQ: ARCAF, EURONEXT: ARCAD) announced today that it has been awarded a $19.9M contract to provide services under their Guaranteed Remediation Program (GRiP(TM)) with the U.S. Army Corps of Engineers, Omaha District, for Fort Leavenworth, Kansas. This is the second major win this year at an active base for ARCADIS using its innovative GRiP(TM). The first win came just one month ago and was valued at $19.4M. ARCADIS pioneered the GRiP(TM) in 1994 in the private sector and introduced the guaranteed fixed price remediation concept to the Department of Defense in 1998.

``This is the first time this type of contract has been awarded by the Corps of Engineers and the Department of the Army,'' stated Omaha District Commander, Col. Kurt F. Ubbelohde. ``This was truly a team effort between the Department of the Army, the U.S. Army Training and Doctrine Command, Fort Leavenworth, and the U.S. Army Corps of Engineers' Kansas City and Omaha Districts.''

Fort Leavenworth is a 5,634-acre facility located on the west bank of the Missouri River in Kansas. The installation was established in 1827 and is the oldest continuous operating Army installation west of the Mississippi River. There are 19 sites on the Fort Leavenworth installation, including six landfills and several fire training areas that will be addressed by the contract.

The U.S. Army, through the cooperative efforts of the U.S. Army Corps of Engineers, is expecting to realize cost savings and accelerated cleanup through the GRiP(TM). By fixing the cost to bring each site to regulatory closure, the U.S. Army is able to improve the programming of the environmental remediation budgets. In addition, accelerating the actual cleanup of sites supports the U.S. Army's commitment to environmental stewardship, and allows future land use to support the national defense mission.

``This is the second major win for ARCADIS in a relatively short period based on our staff's expertise in applying the GRiP(TM) concept for military installations,'' said Steve Blake, member of the Executive Board of ARCADIS. ``The award of this project enhances our position as a top provider of these innovative services to the military. We are proud to be of service to our armed forces and look forward to working with the Army Corps of Engineers in the implementation of the project.''

ARCADIS is a leading, global, knowledge-driven service provider, active in the fields of infrastructure, buildings, environment and communications. With client success central to our total business approach, we fulfill project or program needs from concept to completion and beyond. Together, we generate EUR 800 million in annual revenues.
